Between 2008 -2010 Lois was the Commercial Partnership Manager for the NHS Yorkshire and the Humber PCT Collaborative. This post was part funded by the Department of Health Commercial Directorate, and part by PCT Chief Executives (CE). Lois reported directly to individual CE Project Sponsors and sourced funding so that the CE investment of £464k was matched by a further £249k to develop a series of products.

The products (and outcomes) included the delivery of Market Analysis skills and application to improve specific healthcare services; Accredited Standards for Procurement to rationalise the approach to procurement of healthcare services and deliver greater consistency for providers; Provider Economic analyses to support Commissioners working in partnership to deliver service improvement through collaborative market management.

The focus was to use these products to deliver better value healthcare. Lois effectively and strategically built on the systems and processes already established at regional and sub-regional levels to secure cost-effective services for local populations.

Lois’s experience has included leading a project to build on the four objectives from the Social Care Framework “Supporting People to Live and Die Well”. Lois has also worked extensively with NHS Commissioners in the Yorkshire and the Humber region since 2007/8. This included a requirement to deliver products to stringent time, cost and quality criteria to support improvement in commercial skills of PCT staff.

Lois is highly qualified with a BSc Joint honours in Sociology and Social Psychology. She is a Chartered Accountant FCA, a Member of Association of Project Management, a Qualified Programme Manager and has Post-graduate qualifications and experience in Customer service delivery and improvement (DipM, EFQM assessor).

Lois has worked across all sectors including Local Authorities, Voluntary Sector and is currently a Committee Member of Care & Repair Leeds. She is focused on bringing her commercial skills to bear to practically improve services and has a special interest in their application to End of Life Care.
